Global Affairs Canada (GAC) is preparing to use Post-Secondary Cooperative / Internship (CO-OP) programs potentially to recruit students as Foreign Service Officers – Management and Consular Affairs (FS-MCO at the FS‑01 level). Details of the position are set out below.

The CO-OP program will be as follows:

  • An internship of 8 months duration (which will be divided into 2 consecutive 4-month internships) will be scheduled during the last year of the study program. The internship will combine the fall and winter term from September 4, 2018 to April 30, 2019. The internship will take place at headquarters in Ottawa or Gatineau.
  • The students will be paid according to the student salary scale as established by Treasury Board Secretariat:

  • At the end of the internship, the student could be offered a fixed-term or indeterminate job at Global Affairs Canada. Candidates who remain interested in pursuing their career with the department following their internship will need to meet the assessment criteria identified for the FS-MCO FS-01 level.  Successful candidates will receive a letter of offer as an FS-MCO.
  • Foreign Service Officer –Management and Consular Affairs positions are responsible for a range of management (e.g. budgeting, property management), and consular (e,g, assisting Canadians) functions at Canadian missions abroad.  These are rotational positions, which means that employees appointed to these positions will have as a condition of employment to accept assignments at any location in Canada or abroad as determined by the department. Employees  should expect to spend approximately half of their careers working abroad, with their immediate family (spouse and children). The length of assignments abroad may vary from 1 to 5 years, and these assignments could occur in several different countries, with living conditions that are different to those  in Canada (climate, pollution and safety). They should expect to also be exposed to adventures, a wide range of different cultures and languages, and to take part in unique experiences. These positions are at the FS-01 group and level with a salary ranging from $ 61,156 to $ 66, 147.
  • Global Affairs Canada is looking for candidates who are seeking this type of challenge and who understand that it is both a life and a career choice. We expect to recruit between 10 and 15 students per year under the CO-OP program. Of these, 5 students could be offered an indeterminate position within Global Affairs Canada following 12 months after completion of their CO-OP internship.

Below, you will find the selection criteria (essential qualifications) that we will use to assess students that will be referred. Please note that students will be screened first with the education and experience criteria that must be demonstrated in their CV and in the attached form. Successful students will be invited to an interview to assess their ability to communicate in the two official languages and the competencies. Please note that an interest in working abroad and the ability to communicate in both English and French is crucial in aspiring to participate in the CO-OP program.  The student must be a Canadian citizen in order to be eligible to apply.

  • Education: You must be registered in a COOP program from a University recognized by the Public Service Commission (PSC) in:
    • Business Administration
    • Commerce
    • Economics
    • Emergency Management
    • Human Resources
    • Infrastructure Protection and International Security
    • International Business and Management
    • Public Administration
    • Etc…
  • Ability to communicate effectively orally in English and French
  • Ability to communicate effectively in writing in English and French
  • Competencies:

  • Judgement in a Global Context
  • Resiliency and adaptability
  • Interpersonal Relations and respect

Asset Qualifications:

These qualifications are not essential to perform the work, but they, now or in the future, may benefit the organization and be an enhancement in terms of the work to be performed.   • Experience working abroad
  • Experience in working in a client/service delivery environment
  • Experience in working in a field related to business, commerce, finance, human resources, security, international security, public administration, property management, or material management
  • The ability to work in one or more of the following languages: Arabic, German, Italian, Japanese, Korean, Mandarin, Portuguese, Russian, Spanish.
